They should be categorized as an Assisted Living Facility and not a Memory Care unless your loved one is VERY early stages of dementia/Alzheimer's and can pretty much still live independently. My mother was able to push a piece of furniture out of her room, down a long hallway and out the door to the secured patio without any staff seeing this.
